The Readiness of Civil Servants to Join the Era of Artificial Intelligence
Abstract
The rapid digital transformation of public systems has improved interactions between governments and citizens. In Morocco, efforts to digitalize public administration persist, yet the integration of artificial intelligence (AI) presents complex challenges arising from structural and technical limitations. This study examines Moroccan civil servants’ openness to the adoption of AI solutions, with a particular focus on the impact of change management in easing this transition. A quantitative survey was conducted among 129 civil servants across different ministries chosen for their centrality in public service and their active roles in the National Administrative Reform Plan (2018–2021), which emphasizes digital transformation as essential to advancing e-government. Data were analyzed with SPSS, allowing for an in-depth examination of the factors influencing AI adoption. Results indicate that although younger civil servants show greater openness to AI, more than 40% of the participants identified the lack of digital skills as a significant barrier to AI integration. The study emphasizes the crucial role of effective change management, demonstrating that strong leadership and transparent communication are vital for fostering AI receptivity and achieving seamless integration within Morocco’s public sector.
