Mobile learning - example from Russia
When we speak about influence of new technologies on our lives, may be the first thing everybody is thinking about is mobile devices. We use them in many different ways; they are always in our pockets. So, I believe they make ubiquitous learning much more accessible and easy. The key idea of ubiquitous learning is not to limit studying process by classroom walls and school schedule. Of course, it can be done without any gadgets, but it is doubtless, that mobile devices provide teachers and students with significantly wider possibilities.
I’d like to focus on mobile learning as one of the part of e-learning environment. Mobile learning is learning across multiple contexts, through social and content interactions, using personal electronic device. So, all types of apps for studying math, languages, training literacy or other skills can be treated as mobile learning programs.

I agree with all you've said above, particularly the fact that mobile devices, and the fact that almost everyone has one, contributes so greatly to ubiquitous learning.
I think there's another element to this as well, which your example of a language learning app illustrates well: students now have multiple opportunities to learn outside of class at their own discretion because there is so much good, crowd-created or free, content available to them, which they can discover easily by searching from their device. So a student is not limited to the course content that the teacher or college provides, but can seek other content at their own discretion to help them consolidate their understanding, or approach key concepts that maybe they didn't grasp in the formal class. In the example of LingvoLeo, then, it could be that a teacher is using this as a formal part of the class, or it could be that a student just uses this as a self-directed add-on to help them do better on a formal course.
