Conceptual Framework for Formulating Tourism Policies: A Systematic Literature Review

Abstract

This study offers a systematic literature review on the qualitative and quantitative determinants that model the formulation of tourism policies in the various contexts of destination development. This is through a comparative analysis methodology and an open, axial, then selective coding process, under an application of the PRISMA protocol to the SCOPUS, Clarivate Web of Science, and JSTOR databases, including studies providing a conceptualization and/or treatment by variables of the constructs studied. The research deduces that 24 significant studies published before 2024 provide the conceptual framework for the evolution of tourism policies under three theories, namely promotion, sustainability and competitiveness, each of which is based on multiple dimensions and variables (items) of realization and implementation. The work was conducted by a single researcher (reviewer), which constitutes a major limitation considering the risk of exhaustiveness of the review.
