Compliance with the Paris Agreement on Climate Change by the Insertion of Non-polluting Sources: Brazil's Intended Nationally Determined Contribution to Face Global Warming

Abstract

Climate change is one of the world’s greatest challenges today and will lead to profound changes in the political, economic, and social scenarios. Given the importance of this matter, this research assesses whether Brazil’s Intended Nationally Determined Contributions (INDC) to the Paris Agreement on Climate Change can help stabilize the planet’s temperature. As a general objective, it will be verified whether Brazil’s INDC to the Paris Agreement is (in)sufficient to achieve the goal of containing global warming below 2º C above pre-industrial levels. Specific objectives include the following: a) to contextualize and understand climate change, reviewing its causes, scope and consequences, in order to examine the inductive and regulatory role of the Law; b) to understand the goals proposed in the Paris Agreement on Climate Change to combat global warming; c) to discuss the objectives of Brazil’s INDC l to the Paris Agreement, inquiring whether the current climate policy can achieve the goal of containing global warming below 2º C. The methodology is composed of the hypothetical-deductive and systemic-functionalist approaches. Concerning research techniques, the research is based on indirect documentation, grounded in bibliographic and documentary research. Finally, the (in)sufficiency of the domestic policies implemented by Brazil through its INDC to comply with the Paris Agreement will be verified.
